Not only are the ISPs not reducing performance in the absence of strict government rules, they continue to spend tens of billions of dollars upgrading their networks.  Are they doing this for altruistic reasons?  No, they&#039;re doing it because of competition.  It&#039;s competition that forced Comcast boost their service speeds from 6 to 15 Mbps at no extra charge.</description>

		<description>I find it interesting that all of Free Press’s arguments are about what ISPs “would do” without government-forced network management. To cite their quote, “Without Network Neutrality, ISPs will have a strong incentive to reduce investment and make congestion commonplace in order to extract revenues from content providers willing to pay to avoid traffic delays.” We currently do NOT have the level of government intervention that is being proposed, and the ISPs already do NOT make congestion “commonplace” to increase revenues from content providers. What kind of argument is this for increasing government rules and regulations to a system that already works??</description>

		<description>This is an interesting comparison of ISPs and content and application providers.  I agree that the FCC should not favor one model over another but instead create neutral policies by examining any proposed rules for their impact on investment, job opportunities, and closing the digital divide.</description>
