John W. Mayo and Scott Wallsten examine secondary spectrum trading to improve wireless markets.  The paper takes a look at the secondary spectrum markets regulation and evolution up to this point, and additionally catalog the secondary markets while examining their operations and resell practices.

This paper additionally breaks the secondary spectrum market into 3 areas for more in depth analysis.  These are:

  1. Mobile Virtual Network Operators (MVNOs)
  2. Machine-to-Machine firms (M2M)
  3. Trades or leases of spectrum licenses

These three areas deal with spectrum market trading in the secondary market.  The secondary market is considered to be any transaction of spectrum use to an end-user or any other entity that is not the original license holder.

The authors claim that the results of their study will help to quantify the decision making process and policies created to produce growth the the sector of secondary spectrum trading and potentially improve the wireless technologies and their use.
