Expanding the Digital Divide: Network Management Regulations and the Size of Providers

Phoenix Center issued a policy bulletin investigating whether the objectives of the National Broadband Plan could be reached, mainly the extension of broadband access into rural areas, with the pending Network Neutrality policy goals in either the form of Congressional or FCC policy.

Phoenix Center calls for two critical conversations to take place:

1)       That Network Neutrality be more clearly defined, instead of allowing it to be a ubiquitous statement on many areas of service, content, and delivery, and;

2)       Examine management of network congestion by expanding capacity versus management by way of targeting congestion causing applications or users.

Phoenix Center concludes through various economic models that small market service providers are harmed where expansion costs are higher in their markets, and regulation exists that prohibits demand management.  Blanket policy on network management will harm consumers that stimulus policy is intending to help because these users will be unable to obtain broadband services due to companies no longer having a vested interest in supplying their needs because of the high costs due to management regulation.
