		<description>If the major proponents of Net Neutrality won&#039;t endorse a specific piece of Net Neutrality legislation, maybe that should be an indication that the legislation is misnamed, and isn&#039;t in line with the principles.

The fundamental concern of Net Neutrality is making ISPs serve the end users, their paying customers. The fear is that ISPs would rather make content providers into their paying customers, and serve their needs, rather than those of the end user.

End users expect to purchase internet service, and not be told how to use it. History has shown that they want a flat rate, that they don&#039;t want to be charged differently depending on what they use their internet for. They&#039;re not concerned with packet prioritization, but with their bandwidth being limited based on the source of the content they&#039;re downloading, or the type of traffic they&#039;re engaged in.

The problem is crafting legislation that would enable ISPs to manage their traffic to provide quality service, and service optimized for different applications, without giving ISPs the ability to abuse their customers in order to maximize their profits. Too much legislation is bad, too little is horrifying.</description>
